Dean Constable to join the Association
The Board of Directors of the Immigrant & Refugee Services Association PEI is pleased to announce the appointment of a new Executive Director. President Tina Saksida has announced the hiring of Dean Constable.

The Immigrant and Refugee Services Association PEI (IRSA) Board of Directors is pleased to introduce Dean Constable as IRSA’s new Executive Director. Dean joins IRSA following the retirement of outgoing Executive Director, Bernadette Reynolds, who has led IRSA since late 2021. The Board extends its deep gratitude and admiration to Bernadette for her visionary leadership and unwavering commitment to IRSA’s clients and staff.
Dean Constable is a passionate leader with over 20 years of experience driving impact in the nonprofit sector. Most recently, he served as Executive Director of the REACH Foundation, an organization dedicated to helping youth in recovery with their mental well-being and building new skills and opportunities. Prior to that, Dean spent over 15 years at the Confederation Centre of the Arts, where he brought creative projects to life, including eight years producing the Canadian classic Anne of Green Gables – The Musical.
With an MBA from the University of Prince Edward Island and a talent for strategic growth, Dean knows how to turn vision into action. From developing new brands and growing REACH’s social enterprises to launching new musicals that have toured the continent, Dean has played a key role in a wide range of impactful projects. He is a strong advocate for diversity, inclusion, and community, and has experienced their power firsthand.
The Board is thrilled to welcome Dean as IRSA’s new Executive Director. His extensive experience as a collaborative, strategic, and compassionate leader, combined with a deep commitment to community well-being, makes him an excellent fit for this role. We are confident in his ability to guide IRSA’s continued success and look forward to the energy and vision he will bring to the role. With Dean’s leadership, we are excited to further our mission of bringing diverse communities together and empowering newcomers to build a bright future in PEI.
